The rating is based on a variety of factors. The primary factors that moved Las Cruces and Dona Ana County into the top ten were job creation and job sustainability. This is great news for Las Cruces. While most of the country is suffering from double-digit unemployment, the report states that Las Cruces experienced 1.6 percent job growth between 2007 and 2008.
